Does it get really cold...?

I live in Brantford, Ontario Canada. The winter usually starts in mid Nov. and lasts up until the end of March. I'll speak in farenheit for the benefit of my American friends. The cold days can get as low as minus 30f and total snow fall aculation for a typical winter averages about 90 inches. This tear was an exception. The weather never got below 0F and the snow fall was less then 40inches in total. This was the warmest winter on record, as well the first time no snow fell on the ground in March. If I'm not mistaken, more snow fell in the southern states, Texas in particular, then it did here.
