Gas is 3 cents in Venezuela, why doesn't Venezuela (CITGO) sell gas here for 3 cents?

My guess would be that it's Venezuela's oil that Venezuela is refining to get it's gas. Things are always cheaper when you own the most basic resources- in abundance. I'm sure it also has very much to do with refining capacity and the demand for gas in their own country. US demands more, and they can get it for that price, so why would they sell it for less.
